Chandan Kochhar

Chandan Kochhar is a cybersecurity executive with more than 20 years of experience leading enterprise security, cyber defense, and risk management programs across government, financial services, aviation, retail, and consulting sectors. He currently serves as the Chief Information Security Officer (CISO) for the City of Plano, where he leads cybersecurity, AI, and physical security strategy to protect critical infrastructure and public services.

Throughout his career, Chandan has led large-scale security transformations focused on Zero Trust, SOC modernization, cloud security, incident response, and regulatory compliance across Fortune 100 organizations and public-sector environments. His expertise spans cybersecurity architecture, security operations, threat management, governance, and AI-driven security innovation.

Chandan has also been actively exploring the application of Artificial Intelligence and Machine Learning in cybersecurity operations, including AI-assisted threat detection, alert prioritization, automation of security controls, and reducing analyst fatigue within SOC environments. He has helped drive automation initiatives leveraging AI/ML-based technologies to improve operational efficiency, accelerate response times, and strengthen enterprise resilience against evolving threats.

Prior to joining the City of Plano, Chandan held leadership roles at multiple organizations, where he directed global security engineering and operations teams, managed multimillion-dollar programs, and helped organizations strengthen resilience against sophisticated cyber threats.

Chandan is an active contributor to the cybersecurity community as a keynote speaker, Gartner panel moderator, RSAC panelist, and advisor to emerging security initiatives. I have broad experience from different industries working as a senior consultant with strategic management consulting, especially within cyber security followed by 12 years in Chief Information Security Officer positions. Co-founding a consulting company has given me valuable business experience.
A key issue for me is to understand the business processes and apply the correct, risk based, level of security that is needed to keep the business running uninterrupted but with reasonable security. Ultimately, business is about taking risks – but it has to be the right level of informed risk.

I have worked as a CISO in industrial manufacturing and retail and as a consultant delivering strategic advisory services around cybersecurity in many different industries, e.g. energy, IT, defense, chemical, retail and public sector.
